Technical Assistance for Implementation of Energy Component of EU SFA Support Programme 2006 in Saint Lucia

PPA Energy is leading a consortium with AETS of France on an EU funded project to assist the Government of Saint Lucia on developing a strategy and plan for the implementation of Saint Lucia’s National Energy Policy (NEP).  The work scope includes four main tasks, as follows:

Assist the government’s Sustainable Development and Environment Unit to develop a long term strategy for the implementation of the NEP.  This task includes a review of the energy policies and legislation of other CARICOM states with similar conditions to Saint Lucia, including strategies for promoting the implementation of renewable energy and energy efficiency projects in Saint Lucia;

Revision and updating of the Electricity Supply Act in line with the NEP;

Preparation of a blueprint for the establishment an Electricity Regulatory Commission in Saint Lucia or for an institutional structure to interface between the stakeholders in Saint Lucia and proposed regional energy regulator (ECERA) for the OECS states; and

Carry out a short term public education and awareness strategy on renewable energy and energy efficiency and prepare a long term implementation plan.

Work on commenced in August 2009 and the project is scheduled to be completed in 12 months.
