Don Webster is an Executive Director of PPA Energy. He is a Chartered Engineer and has worked in the power sector for over 30 years. The earlier part of his career was involved with the design of hydropower schemes, but since completing an MBA in the late-1980s he has been almost exclusively involved with providing economic, financial and strategic advice to power utilities and private power entities. He has also assisted development agencies with energy policy interventions in sub-Saharan Africa, and with the design of assistance programmes for the energy sector.

In recent years he has taken a prominent role on expansion planning or tariff studies in Ethiopia, Afghanistan, Namibia, Zimbabwe, Vietnam, Tanzania, India, Guyana, St Lucia, Dominica, and the Bahamas. He has also worked with the electricity utilities in Ghana, Sierra Leone, Namibia and Djibouti to develop financial projection models.  In 2004/2005, Don undertook the economic and financial analysis of the 50 MW Bumbuna Hydropower Project in Sierra Leone, under World Bank funding. In addition to least-cost analysis, economic and financial analysis, the assignment included an assessment of the impacts of the project on the macroeconomy of Sierra Leone, and the contribution of the project towards meeting the Millennium Development Goals.  In 2006/2007, he undertook the economic analysis for the 250 MW Bujagali Hydropower Project in Uganda, as part of the IFC’s economic and financial due diligence.  Between 2007 and 2012 he served as Transaction Advisor to the Nile Equatorial Lakes Subsidiary Action Program (NELSAP), under World Bank funding, for the 60 MW Rusumo Falls Hydropower Project being developed by Rwanda, Tanzania and Burundi.  Between 2008 and 2010 he was the Team Leader on an energy sector performance management study for the World Bank, in Bangladesh.

Most recently, Don has been the Team Leader on a series of due diligence studies for the 165MW Amaila Falls Hydropower Project in Guyana, being developed by Sithe Global, with funding from the Inter-American Development Bank.  These studies have included due diligence on GPL, the sole offtaker from the project, the preparation of a Corporate Development Plan for GPL, and the Economic Analysis of the hydro project.
