Framework of Performance Management for Energy Utilities

Project Description:
The project formed part of the World Bank’s on-going support to the Government of Bangladesh with the reform of the energy sector. Several government-owned energy utilities have undergone a corporatization process. The Boards of these energy utilities drove development of corporate capabilities to improve performance, partly by internal target setting, monitoring and assessment. An initial diagnostic phase identified key operating and financial indicators, and key requirements for effective monitoring and reporting. An assessment of international experience was also undertaken in the first phase. The second phase comprised the development of specific performance target setting and management monitoring approaches. The selection of key performance indicators (KPIs) for the performance monitoring was an integral component of the project, and these KPIs needed to be monitorable, feasible and sustainable in the long-term.
Description of Services Provided:
PPA provided overall team leadership and international specialists covering key aspects of the project. These aspects include: customer management, service levels and quality measures, internal financial controls, cash management, management reporting and regulatory affairs.
