Description of Project:

Review of the South African electricity and gas markets to determine the potential for the development of LNG and Karoo based gas.

Description of  services provided :

PPA Energy is responsible for the overall management and execution of the work for the review and update of the South African Integrated Resource Plan which details the future development of the power market and assessing the market potential for gas as a fuel stock for electricity generation.

The deliverable of the study that was to:

  •  evaluate the robustness of gas demand from the RSA power sector;
  •  quantify progress to date in terms of executing the Policy-Adjusted  IRP (2010) as planned;
  •  identify potential revisions to the Policy-Adjusted  IRP (2010) going forward;
  •  elaborate the key risks and opportunities for gas-fired power generation and the sale of natural gas into the power sector;
  • identify opportunities for power as a means of evacuating and monetizing gas (from Karoo, early 2020’s, 50tcf potential), in larger quantities direct to local CCGT with power export, or via pipeline to large CCGT nearer to load centers;   
  •  identify potential 3rd party IPPs that could be in place by the time Karoo is producing large gas quantities;
  • quantify Government expectations in terms of kick-starting the IPP CCGT programme and how Shell could invest (and subsequently divest) in support of gas monetisation.
