PPA Energy CEO in Uganda

On 18th January 2012, PPA Energy CEO Neil Pinto presented a paper during a public dialogue organised by the Makerere University Economic Policy Research Centre brainstorm on energy sector reforms in Kampala. This Paper presents an overview of both investment and strategic decisions which have led to the current situation. A view is expressed that Uganda’s current problems emanate from difficulties related to investment decisions.  Strategic decisions, in particular relating to the structure of the electricity industry in the country, have been driven by a number of factors which are analysed in the paper.  Whilst the robustness of some of these factors might be questioned, it is concluded that further changes will impact negatively on the status of Uganda in the international community at the very time when substantial investments will be made.
