Neil Pinto from PPA Energy and Alain Doulet from AETS were contracted by the West Africa Power Pool (WAPP) to run a bi-lingual workshop on power sector governance in September.  The workshop was the first of two funded by USAID was given to the Executive Committee of WAPP together with other senior WAPP officials in Cotonou, Benin.  Response from the participants was overwhelmingly positive.  Of particular benefit was the difference in perspective provided by Anglo Saxon and French workshop leaders.  The two day session covered the regulatory requirements for alternative electricity industry and market structures, including the relative merits of each structure.  The regulatory requirements for the different elements with the electricity value chain were also discussed. 

It is anticipated that a second, longer workshop on the same topic will be run in Mali before the end of 2011.  This will be targeted at a wider audience comprising senior utility staff.
